Strong community partnerships, meaning partnerships with community-based agencies or organizations (CBA/Os) and other non-government organizations (NGOs), are essential. VR agencies have assumed leadership roles in establishing these partnerships and collaborations to address common objectives, such as to support program outreach and participation by generating referrals, to provide support and resources participants need but that are beyond the scope of what VR can pay for, and to support business engagement activities in order to pool resources and expertise to improve employment outcomes for a specific community.

A classic example of this type of partnership development lies in the “Employment First” collaborations established in many states across the country. To increase the likelihood of competitive integrated employment (CIE) for many who might not otherwise aspire to or accomplish CIE, VR agencies have established partnerships with representatives of:

  • Medicaid Waiver Agencies/Services
  • Developmental Disability  Agencies/Services
  • Mental Health Agencies/Services
  • Supplemental Nutrition Assistance Program (SNAP)
  • Centers for Independent Living
  • Transportation Authorities
  • Secondary and Post-Secondary Education Institutions
  • Community Based Organizations and others operating as Community Rehabilitation Programs
  • Work Incentive Planning and Assistance (WIPA) and other organizations that provide disability benefits planning and advisement
  • Other organizations identified by states as an important part of the fabric of that state’s service culture
