Cost Sharing
In RSA TAC 15-01 (WIOA Vision), joint guidance states:
Under WIOA, partner programs and entities that are jointly responsible for workforce and economic development, educational, and other human resource programs collaborate to create a seamless customer-focused one stop delivery system that integrates service delivery across all programs and enhances access to the programs’ services.
In order to support a seamless one-stop delivery service to all seekers, RSA TAC 17-03 describes the method in which the programs will share in the cost of system services:
All one-stop partner programs must contribute to the infrastructure costs and certain additional costs of the one-stop delivery system based on their proportionate use, as required by 20 CFR 678.700 and 678.760, 34 CFR 361.700 and 361.760, and 34 CFR 463.700 and 463.760. A partner’s contribution must be an allowable, reasonable, necessary, and allocable cost to the program, consistent with the Federal Cost Principles set forth in the Uniform Guidance.
TAC 17-03 goes on to describe how funding mechanisms will be negotiated and provides examples.
Remember that in these negotiations, VR contributions must be allowable under 34 CFR361.3 and consistent with VR-specific requirements (including administrative cost considerations).
